Sustainability, sourcing and purity — the certifications that prove a blending water is fit for spirit
A blending water carries two burdens of proof — that it is pure enough to disappear into a spirit, and that making it did not cost the watershed it came from. Here are the certifications that stand behind each claim — ISO 22000, HACCP, the AWS water-stewardship standard, and India's mandatory BIS and FSSAI marks — and how a trade buyer reads them.

A blending water has to satisfy two very different audiences at once. The distiller wants proof that the water is neutral enough to proof a spirit down without leaving a fingerprint. The watershed — and increasingly the buyer speaking for it — wants proof that stripping the water that clean did not drain or damage the source it came from. Purity and sustainability are separate claims, and they are proven by separate certifications. This post walks through both sets: what they certify, who audits them, and how a trade buyer tells a genuine mark from a marketing one.
What does a “sustainable, certified” blending water actually have to prove?
Two things, and it is worth keeping them apart because suppliers routinely blur them.
The first is purity and safety: the water must be free enough of minerals, microbes and contaminants that it can be added to a matured spirit without causing haze, off-flavour or a food-safety failure. This is a laboratory-and-process question, and it is answered by testing against a numerical standard and by certifying the management system that keeps every batch on spec.
The second is responsible sourcing: the water has to come from somewhere, and demineralising it consumes energy and rejects a concentrated waste stream. A water can be flawless in the glass and still be indefensible if producing it depletes a stressed aquifer or dumps brine into a river. This is a catchment-and-stewardship question, answered by a different family of standards entirely.
A supplier that only ever talks about purity is answering half the question. A modern, credible blending water is expected to carry evidence on both.
How much water does it take to make whisky — and where does blending water sit?
Whisky is water-intensive long before the bottling line. Water mashes the grain, cools the stills, cleans the plant, and finally proofs the spirit down to strength. The Scotch Whisky Association measures this as litres of water used per litre of alcohol produced (l/lpa) and, under its Sustainability Strategy, set the industry a target range of 12.5 to 25 l/lpa by 2025, with the exact figure depending on a distillery’s size and location (Scotch Whisky Association — Water Use).
Most of that water never touches the finished spirit — it is process and cooling water. The blending or proofing water is a small fraction of the total volume but an outsized fraction of the risk, because it is the only water that ends up in the bottle. That is the paradox worth stating plainly: the water that matters most to flavour is a minority of the water a distillery uses, and reducing the overall footprint is a stewardship goal that runs alongside — not instead of — getting the proofing water exactly right.
The industry’s own record shows the two can move together. Since its first Environment Strategy in 2009, the Scotch Whisky sector reports improving water-use efficiency by around 22% while also cutting greenhouse-gas emissions (Scotch Whisky Association — Sustainability). Efficiency and quality are not in tension; both come from treating water as a controlled ingredient rather than a free input.
What happens to the water that demineralisation throws away?
This is the sustainability question most purity marketing skips. Producing near-mineral-free water by reverse osmosis (RO) and deionisation does not turn all the feed water into product — it splits the feed into clean permeate and a concentrated reject (or “concentrate”) stream that carries away the rejected minerals.
How much is lost depends on the system. Small point-of-use RO units can be wasteful, historically rejecting several litres for every litre recovered. Well-designed industrial RO plants recover far more — commonly in the 50–85% range, meaning only 15–50% leaves as concentrate (Water Filter Guru — RO waste water). The reject itself is not hazardous; it is essentially concentrated source water, carrying a higher load of the salts that were removed rather than any new contaminant (Crystal Quest — RO waste water).
That matters for sustainability because concentrate is recoverable, not merely disposable. Higher-recovery membranes, staged RO, and reuse of reject water for cleaning, cooling or irrigation all shrink the net draw on the source. A supplier serious about sustainability can tell you its recovery ratio and what happens to the concentrate; one that treats reject water as invisible is quietly externalising the cost of its purity.
Which certifications prove a water is pure and safe enough for a spirit?
Purity is not proven by a single adjective on a bottle. It is proven by testing against a published standard and by certifying the system that holds the process to that standard. Three marks do most of the work:
- ISO 22000 — Food Safety Management. This is the international standard for a food-safety management system. It builds the principles of HACCP (Hazard Analysis and Critical Control Points) into a full management structure and applies across the supply chain, explicitly including “providers of ingredients, additives, and food contact materials” — which is exactly what a blending water is (NQA — ISO 22000). Certification means an independent auditor has verified that hazards are identified, critical control points are monitored, and the system improves over time.
- HACCP. The underlying methodology: systematically find where contamination could enter, set control points, and monitor them. HACCP can be certified in its own right and is the food-safety backbone that ISO 22000 wraps a management system around.
- ISO 14001 — Environmental Management. Not a purity standard, but the environmental counterpart, widely adopted in food and beverage manufacturing to manage energy, waste and water and to underpin credible sustainability reporting (NQA — ISO 22000). It shares a common structure with ISO 22000, so producers often run them as one integrated system.
The distinction to hold onto: a product standard (a number the water must hit, such as a TDS or conductivity spec) tells you what the water is; a management-system certification such as ISO 22000 tells you the producer can hit that number every batch, on purpose. A trade buyer wants both.
What is water stewardship, and how is it certified?
Purity certifications say nothing about the source. That gap is filled by the Alliance for Water Stewardship (AWS) Standard — the international standard for responsible water use, which audits a site not against its own spec sheet but against the health of the catchment it draws from.
The AWS Standard asks an organisation to demonstrate leadership across five outcomes: good water governance, sustainable water balance, good water quality status, protection of important water-related areas, and safe water, sanitation and hygiene (WASH) for all (Diageo India — Alwar AWS Platinum). In other words, it certifies that a facility understands where its water comes from, uses no more than the catchment can sustain, returns it clean, protects the surrounding wetlands and rivers, and does not compromise the community’s access to water.
The spirits industry has become a proving ground for the standard. Diageo’s Cameronbridge — the largest whisky and alcohol distillery in the world — was among the first to be awarded AWS certification, and eleven of the company’s Speyside distilleries have since been certified through the Spey Catchment Group (Diageo — water stewardship certification). In India, Diageo’s Alwar distillery in Rajasthan became the first spirits distillery in Asia to receive AWS certification and has since reached the Platinum level under AWS Standard V2.0, with the certification subject to independent annual surveillance (Diageo India — Alwar AWS Platinum).
The lesson for a blending-water supplier is direct: stewardship is auditable. A water can be tested against a watershed, not just a laboratory, and the AWS Standard is how that claim gets independently verified rather than merely asserted.
How does India regulate and certify packaged and blending water?
For a water produced and sold in India, sustainability sits on top of a hard floor of mandatory certification. Water for human use is treated as a food, and two regimes apply at once.
Under the Food Safety and Standards (Alcoholic Beverages) Regulations, 2018, the water used to dilute a spirit to bottling strength must meet the national drinking-water standard IS 10500 (IS 10500:2012) — the legal minimum, which permits far more mineral content than any distillery would actually pour into a reduction tank.
A water sold as its own packaged product faces a stricter, and now compulsory, layer. Since an FSSAI amendment effective 31 August 2022, packaged drinking water carries a mandatory BIS ISI mark — the Bureau of Indian Standards is the sole certifying authority, and without the mark the water cannot legally be manufactured, sold or imported in India (PSR Compliance — BIS for drinking water). The relevant product standard is IS 14543 for packaged drinking water (other than natural mineral water), which fixes physical, chemical and microbiological limits. Granting the licence requires BIS to assess the plant’s infrastructure, process and testing capability on site, and the licence runs for a defined term before renewal.
So a genuinely credible Indian blending-water producer sits inside a stack of proof: FSSAI licensing as a food business, a mandatory BIS ISI mark under IS 14543 for the packaged product, and a voluntary purity specification set well below the legal floor — before any sustainability certification is even discussed.
What should a trade buyer ask a blending-water supplier?
For a distillery procurement lead, a bottler, or a bar programme vetting a companion water, “certified” is a word to interrogate, not accept. A practical checklist:
- A named purity spec, not an adjective. Ask for the TDS and conductivity figures and confirm they sit far below the IS 10500 drinking-water limits — not merely “meets drinking-water standard.”
- A management-system certificate. ISO 22000 or a certified HACCP plan, proving the spec is met every batch by design rather than by luck.
- Mandatory Indian marks, where applicable. For a packaged Indian water: a valid FSSAI licence and the BIS ISI mark under IS 14543 — both non-negotiable, both verifiable.
- A stewardship or environmental credential. AWS Standard certification, or at minimum ISO 14001, showing the source and the waste stream are managed — plus, ideally, the plant’s RO recovery ratio and what happens to the reject water.
- Current test certificates. Batch or periodic analysis against the named standards, not a one-time claim or an expired document.
A supplier that answers all five is proving the two things that actually matter: the water is invisible in the glass, and making it did not quietly cost the watershed.
