Raw water is not a constant. Turbidity at one Delhi treatment plant swings from 25 to 8,000 NTU across the monsoon, disinfection by-products run higher every summer, and India's own groundwater monitoring shows nitrate exceedances rising after the rains. A distillery that proofs to a number cannot afford a water whose number moves — here is what shifts season to season, what survives the treatment train, and how to write a specification that holds in every month of the year.

A bottle of whisky holds a few hundred millilitres of water. Making the alcohol in it consumed ten to seventeen litres, and almost all of that leaves the distillery as effluent — acidic, copper-laden, and in India legally forbidden from leaving at all. Which makes blending water the one water stream in the whole plant that produces no waste, because it ends up in the bottle.

A highball is roughly nine-tenths water, and almost all of that water arrives carbonated. Carbonation is not a neutral delivery system — it lowers pH, recruits a genuine taste pathway, and changes how aroma leaves the glass. Here is what the CO₂ actually does, why the soda's mineral content matters more than its bubbles, and what a bar or a bottler should specify.

Most of the world's spirits duty is levied on alcohol, not on liquid — so the 420 ml of water in a 700 ml bottle of 40% ABV whisky is the one ingredient the excise system charges nothing for. Much of India works the other way, assessing duty on the bulk litre of finished product, which puts every litre of blending water inside the tax base. Indian Made Foreign Liquor is the category that dominates the world's largest whisky market, and its standard recipe begins by cutting 96% neutral spirit down to 42.8% with demineralised water. That single step makes water the largest ingredient in the bottle by volume — and, because an ENA base carries almost no congeners to hide behind, the one with the least cover for a fault.

In a whisky, water is the ingredient that has to disappear behind 40% ABV. In a 0.0% spirit there is nothing to disappear behind — no ethanol to carry aroma, no ethanol to suppress microbes, and in India a regulatory regime that swaps the distillery rulebook for the packaged-drinking-water one. This is what changes in the water specification when a distillery launches a no-alcohol expression.
